Should Beijing and Shanghai loosen their hukou systems?

Hou Yunchun, deputy director of the State Council's Development Research Center, said at the Urbanization: Opportunities and Risks forum on April 21 that Beijing and Shanghai cannot scrap their hukou (household registration) systems. He said loosening the hukou system will only lead to greater problems.

Yes. The system is unfair and discriminatory, for it deprives people who live and work in cities equal access to housing, healthcare and work benefits and equal rights to education for their children.
