Should AIDS patients be banned from bath houses?

According to the draft, a prominent sign should be placed in public bath houses that ban people with sexually transmitted diseases or AIDS, which has caused quite a stir among industry insiders as well as the public. Do you think it is necessary to ban AIDS patients from public bath houses?
